Steel Bunk Bed Sourcing in 2026: Full-Value Duty, CBAM and the Container Math Behind Every Berth

On 6 April 2026 the United States changed the base that Section 232 metal duty is charged on, not the rate. Any importer buying steel beds by the container should redo the landed-cost worksheet before the next purchase order goes out — the number moved more than any supplier discount can move it.

Most furniture buyers watched the tariff headlines and filed them under "nothing I can control". That was reasonable when the duty applied to the metal content of a product. It is no longer reasonable. The calculation changed, and with it the shortlist of levers a procurement team still owns.

What Actually Changed on 6 April 2026

Proclamation 11021 was signed on 2 April 2026 and took effect four days later. Before it, Section 232 duty on a derivative product was assessed against the metal content of the unit. After it, coverage is decided by tier and applied to the full customs value:

CBP's operational guidance for this is CSMS 68253075, with a follow-up adjustment in CSMS 68855869 effective 8 June 2026. There is no partial exposure left: once a product sits inside a tier, the non-metal portion of its value is inside too.

Two more changes belong in the same worksheet:

  • EU, 1 January 2026. The Carbon Border Adjustment Mechanism entered its definitive period. Iron and steel importers now surrender CBAM certificates. For anyone bidding a European dormitory, school or social housing tender, the question "who carries the CBAM cost" belongs in the Incoterm negotiation, not in a post-award surprise.
  • US, timing. The scheduled Section 232 step-up on upholstered wood furniture and kitchen cabinets has been reported as deferred to 1 January 2027. Reported, not confirmed by us — check it with your broker. It is one reason wood-category buyers are pulling Q4 volume forward and why October production slots are filling earlier than in 2025.

Every figure above depends on your HTS code, metal content by weight and entry date. Confirm the tier with a licensed broker before you commit a budget.

The Levers That Still Work

If duty attaches to the full value of the unit, then trimming declared metal content achieves nothing. What is left is more interesting, and most of it is decided before the container is loaded.

1. Cube utilisation beats unit price

A welded frame ships as a rigid box. You pay ocean freight on the air inside it, and you pay duty on the whole unit once it lands. A knock-down frame nests flat, and the difference between a good and a bad carton design is often 15 to 25 per cent more units in a 40HQ.

That is why we publish carton dimensions and a loading plan with every quotation rather than after the deposit. Get the 40HQ loading quantity in writing, next to the unit price, from every steel bunk bed manufacturer you shortlist. If the two numbers arrive in separate emails, you are not comparing suppliers, you are comparing guesses.

2. Berths per square metre, not beds per room

Project buyers do not pay for beds. They pay for rooms, and rooms are the expensive part of any dormitory, hostel or worker camp budget. Three berths in one floor footprint is a different building than three single beds spread across a room, and the duty is charged on the furniture either way.

3. Replacement cycles now carry a duty multiplier

This is the part that gets missed. Full-value duty is paid again on every replacement. A budget frame rated around 120 kg per berth that needs swapping in year four costs you the unit, the freight, the installation labour and a second round of duty. A contract-grade frame rated 200 kg per berth and expected to run ten years pays once.

We build both, and we will tell you which one your project actually needs. For a staff camp with a five-year lease, the lighter spec is often the right answer. For a school or a correctional facility, it rarely is.

What to Put in Your Next RFQ

These seven lines separate a quotation you can budget from one you cannot:

  1. HTS code and country of melt and pour. CBP requires the ISO code on every entry line subject to Section 232 steel. "Unknown" is not a valid answer — the entry will not clear.
  2. Steel tube specification and wall thickness in millimetres. "Heavy duty" is a marketing word. 40 × 40 × 1.2 mm is a specification.
  3. Test report numbers. EN 747 for bunk beds, EN 1725 for domestic adult beds, plus ISO 9001 for the factory. Ask for the certificate number, not the logo.
  4. Knock-down or welded, with carton dimensions and 40HQ loading quantity.
  5. MOQ, lead time and payment terms on the same page. Our standard is 50 units, 25 to 35 days, T/T 30/70.
  6. Finish specification for the climate. Coastal and high-humidity sites need a different pretreatment than an inland European dormitory.
  7. Spare parts ratio. Two per cent of fasteners and slats costs almost nothing and saves a container later.

Secure Estates and High-Density Overflow

Correctional tenders usually specify welded, tamper-resistant construction with no removable fixings, which fights flat-pack cube efficiency head on. Timing: Q4 Is Already Tight

Smith Leonard's September 2026 Furniture Insights report had new orders, shipments and backlogs all up year on year for the third consecutive month, the first streak of that kind since mid-2021. The Fall High Point Market runs 17 to 21 October. Factory capacity for November and December shipments is being booked now.

With a 25 to 35 day production window plus transit, a container you want delivered in early December has to be confirmed this month. Waiting for the tariff picture to settle is not a plan — the April rule is in force and CBAM is running.

One Container Instead of Three

Most dormitory projects need beds, storage and shelving. Split across three suppliers that is three sets of documentation, three MOQs and three containers running at partial cube.
